Early one overcast morning in March, Mayor Eric Garcetti’s black Yukon pulls up to the Museum of Latin American Art in Long Beach. “Welcome to L.B.,” he says as he pops
 out of the car in a dark blue suit and extends a hand to me. Looking younger than his 45 years and wearing his trademark half smile, he’s three years into his first term running Los Angeles, but today he’s traveling outside the city limits for a three-hour confab with other mayors from across the county.
